For each country that your paid Android app is available in, you set the maximum number of coupons that can be redeemed by customers those countries. You can have up to a maximum of 1,000 coupons for all countries. However, you cannot set a maximum number of coupons that can be redeemed by customers, regardless of which country.
You can target your promotional campaigns to countries with higher sales. You completely control the delivery of coupons to potential customers, and can therefore ensure how you differentiate your campaigns in different countries.
